Paint colors for a small living room?

I saw this really nice cool blue and was wondering if that would 1. make the living room bigger 2.be a nice color to match the slip cover. Why does my dog lick the slip cover on my chair?

I have a 10-yr old Chihuahua. Whenever he lays down on my lounger next to me, he starts licking the cotton slipcover on my chair. He has a continuous flow water bowl, so he has water to drink. Why does he do this? Is it something I should worry about? A symptom of something serious?
I have only had him for just over a year…He has been doing this for a while, and I’m just curious as to why?
